REGULATIOINS OF THE JOINT INTERREGIONAL FESTIVAL

"BUKHA NOYON’S EKHE TAILGAN" AND

INTERNATIONAL SCIENTIFIC-PRACTICAL CONFERENCE

"WILDLIFE - LIVE NOMADIC CULTURE"

1. Goals and objectives of the festival

Main goal : to attract people's attention to the problem of spiritual survival as a creative use of the forces of the world without its destroying.

Objectives :

• Preservation, study and development of traditional national cultures: customs, beliefs, myths, legends; cultural, religious, language, song and dance traditions, historical records and family trees;
• Study of the cultural code as a specific model of national culture in the context of global processes of intercultural dialogue and spiritual unity of peoples on the planet;
• Preservation of a unique monument of nature "Bukha Noyon" and other sacred places of Buryatia for the purpose of improvement and interaction with energies of these places;
• Involving young people, awakening their social activity, creativity, responsibility for preservation of their homeland;
• Conducting art therapy as a way of learning the ancient health-saving technologies and national sports;
• Scientific analysis of traditional cultures at the present stage on the materials of the festival "Bukha Noyon’s Ekhe Tailgan".

2. Status of the festival, founders and organizers of the festival

2.1. The founders of the festival are: the Ministry of Culture of the Republic of Buryatia, the State autonomous cultural institution of Culture of the Republic of Buryatia "The Buryat National Song and Dance Theatre "Baikal", the administration of rural settlement "Dalakhay" of the Tunkinsky district of the Republic of Buryatia, the non-governmental organization "Charity Fund "Bukha Noyon", Interregional non-governmental movement "All Buryat association of culture development".

2.2. The founders of the scientific-practical conference "Wildlife - live nomadic culture" are the Ministry of Culture of the Russian Federation and the East-Siberian State Academy of Culture and Arts.

2.3. The festival and the scientific-practical conference are carried out within the International project "Tree of Culture" (Russia, Mongolia and South Korea).

2.4. The founders of the festival and conference have the right to:

• disseminate information on the goals, objectives and program of the festival among enterprises, institutions and organizations at the municipal, republican, regional and international level in order to attract associations and groups for participation in the festival;

• promote their activities within the framework of the festival events (according to the current legislation); recommend their representatives to be the members of the organizing committee, the directorate, the jury; attend all festival events; establish prizes; give awards to winners; provide further support to groups and creative associations, etc.

3. Date and venue of the festival

The festival is held from 13^th to 15^th June 2014 in the village Dalakhay (Taharkhay area) of the Tunkinsky district of the Republic of Buryatia in accordance with the festival program.

4. Participants and guests of the festival

4.1. The festival participants may be Russian citizens and foreign guests, associations, collectives, creative associations and groups.

4.2. To participate in the events of the festival you have to fill in and submit an application form to the Directorate in advance by mail or e-mail. Applications should be submitted from April 1^st to June 6^th, 2014. The Directorate sends the Regulation on the festival as well as the application form for participation one month ahead of the festival. The participants’ registration is mandatory.

4.3. The Buryat national song and dance theatre "Baikal" performs the gala concerts in accordance with the program of the festival on 13^th, 14^th, and 15^th June, 2014. The cost of one ticket for each day is 300 rubles.

4.4. The festival participants are accommodated on the territory of the joint venture "Dalakhay" at the local people’s homes in nearby villages Tory, Shuluty, Zun-Murino, or in a tent camp according to the prior agreement with the festival organizers.

At the participants’ wish accommodation in the nearby camp sites "Vyshka", "Arshan", etc. is also possible. All issues related to accommodation at these places during the festival should be solved by the participants themselves.

4.5. Providing of the festival participants with:

Accommodation and meals . Accommodation and meals issues are agreed upon during the participants’ registration in the Visiting center at the address: Republic of Buryatia, Tunkinsky district, village Dalakhay, Lenin Street 2 (at the entrance to village Dalakhay). Basic cost of living without meals is 250 rubles.

Meals go separately on agreement with the house owner.

Transport service . Transportation of participants is based on payment and is subject to prior agreement. It is provided from the highway in the village Tory to the festival glade and back by various vehicles. The participants have a choice between bus (minivan), car, motorcycle, and horse-drawn vehicle. The meeting and departure places are discussed with each participant individually. The motor transport service for personal needs is not available. The deadline for applications for transportation is a week before the festival beginning. For participants arriving by private car a chargeable parking is provided.

Medical care . During the festival events, health care is provided on the condition of the medical insurance certificate availability. Persons suffering from cardio-vascular, bronchial and other complex diseases should carry the appropriate medications with them!

Security services during the festival are provided by the employees of the Department of Internal Affairs and the Ministry of Emergency Situations.

Festival attributes . Representatives of the Directorate of the festival and the festival guests are provided with attributes: program, badge, etc. Other attributes can be purchased for a fee.

At the festival is forbidden to use symbols promoting extremism, violence, racial, religious and national discord as well as the symbols contradicting the norms of the Russian legislation.

Responsibility for the lives and health of children and adolescents (under 18 years) is laid on the leaders of tourist groups of sending organizations, on parents of children and adolescents, on participants themselves in accordance with the Russian law.

4.6. All participants of the festival must have:

•  passport (or identity document);
• health insurance certificate;
• if necessary - traveling certificate;
• for the group of participants - first aid kit containing a sufficient amount of necessary medical aids.

4.7. Accreditation of journalists is carried out by the Directorate of the festival under the current legislation no later than one week before the beginning of the festival events. The Directorate provides the media representatives with the events program and necessary information. Terms of media access to the festival are determined not later than one week before its beginning.

5. Organization of festival events

5.1. Festival events are held in accordance with the approved program of the festival.

5.2. Within the framework of the Festival the Charity Marathon is held to support public fund "Bukha Noyon".

6. Festival sponsors

6.1. Sponsor of the festival (festival events) is a legal entity or an individual having provided financial support to the festival (festival activities).

6.2. General sponsor of the festival is a legal entity or an individual having provided financial support to the festival activities in the amount of not less than 100,000 rubles.

6.3. Information sponsor of the festival is the medium performing accurate coverage of the festival and festival events using the available means with the mandatory submission of accreditation documents approved by the Directorate of the festival sponsors.

6.4. Sponsor of the festival (festival events) is a legal entity or an individual having provided financial support for the festival in the amount of not less than 50,000 rubles.

6.5. Relationships of sponsors and organizers of the festival are regulated by agreements between sponsors and festival organizers according to the current legislation of the Russian Federation.

7. Conclusion

7.1. By the end of the festival a press release is issued containing information about the participants and guests of the festival, winners, sponsors, etc. This press release is distributed through the media in accordance with the established procedure.

7.2. All questions that are not reflected in these Regulations are solved by the Directorate of the festival in accordance with the situation and current legislation of the Russian Federation.

7.3. All funds raised during the festival are intended to pay organizational expenses of the festival and the construction of cultural and sacred complex "Bukha Noyon".

7.4. These Regulations are an official invitation to participate in the festival.
